This document is a capacity building guidance manual primarily designed for non-governmental bodies such as Civil Society Organizations (CSO), Community-based Organizations, Community Facilitators and Forest Fringe Communities who have a stake in the implementation of the Voluntary Partnership Agreement (VPA) Forestry Commission. It is an expression of the FAO-ACP FLEGT Support programme to show commitment in addressing illegal logging and supporting the development of sustainable forest management in VPA partner countries.

The European Union (EU) launched the Forest Law Enforcement Governance and Trade (FLEGT) Action Plan in 2003 to combat illegal logging through trade mechanisms. The EU FLEGT Action Plan is cognizant of the role of timber consumer and producer countries and defines a set of actions for both parties to contribute efforts to fight illegal logging

Ghana has signed unto a Voluntary Partnership Agreement (VPA) with the EU to eliminate the trade of illegal Ghanaian timber and timber products on the EU market as well as the Ghanaian domestic market. As part of the preparation towards the implementation of the VPA, a number of community-based projects were supported by the ACP-FLEGT facility to prepare civil societies and forest-dependent communities towards their effective participation in the VPA implementation.

The NRSC is a multi-stakeholder body set up by the MLNR. The Committee is composed of 22 members representing different stakeholders.

The NRSC is chaired by the Deputy Minister for Lands and Natural Resources and co-chaired by Prof. J.G.K. Owusu.
